Canada Welcomes Business Immigrants

Canada has a long history of attracting entrepreneurial talent from around the world. The country's stable economy, educated workforce, access to international markets, and quality of life make it an attractive destination for business-minded immigrants. Whether you are a tech startup founder, an established business owner, or a self-employed professional, there are specific immigration pathways designed for you.

The Start-Up Visa Program (SUV)

The Start-Up Visa Program is Canada's flagship program for innovative entrepreneurs. It targets individuals who have a business idea that can compete on a global scale and has the potential to create jobs for Canadians.

Key Requirements

  • Qualifying business: Your business idea must be innovative and have the potential for growth
  • Letter of support: You must obtain a letter of support from a designated organization -- either a venture capital fund (minimum investment of CAD $200,000), an angel investor group (minimum investment of CAD $75,000), or a business incubator
  • Language proficiency: CLB 5 in either English or French in all four abilities
  • Settlement funds: You must have sufficient funds to support yourself and your family in Canada

How It Works

You develop your business idea, connect with a designated organization, obtain their support, and apply for permanent residency through the SUV program. Up to five people can apply as owners of a qualifying business, with each holding at least 10% of the voting rights. The founding team and the designated organization together must hold more than 50% of the voting rights.

One of the unique features of the SUV program is that your permanent residency is not conditional on the success of your business. Once you receive PR status, it does not depend on whether the business succeeds or fails.

Current Considerations

The SUV program has experienced significant processing backlogs in recent years. IRCC has been working to address these delays, but applicants should be prepared for potentially lengthy processing times. In some cases, applicants may receive a temporary work permit to come to Canada and start their business while waiting for their PR application to be processed.

Self-Employed Persons Program

This federal program is designed for individuals who have relevant experience in cultural activities or athletics and who are willing and able to make a significant contribution to Canada's cultural or athletic life.

Eligibility

  • At least two years of relevant experience in cultural activities (such as musicians, artists, writers, performers) or athletics at the international level
  • Willingness and ability to be self-employed in Canada in cultural activities or athletics
  • Meet the program's selection criteria based on experience, education, age, language ability, and adaptability

This program has a niche audience but can be an excellent option for creative professionals and athletes who want to continue their careers in Canada.

Provincial Entrepreneur Programs

Several provinces operate their own entrepreneur immigration streams, each with different requirements:

Ontario Entrepreneur Stream

Requires a minimum personal net worth of CAD $800,000 (for businesses in the Greater Toronto Area) or CAD $400,000 (for businesses outside the GTA), a minimum investment of CAD $600,000 or CAD $200,000 respectively, and creation of at least two permanent full-time jobs for Canadian citizens or permanent residents.

British Columbia Entrepreneur Immigration

The BC PNP Entrepreneur stream requires candidates to establish or purchase a business in BC, with varying investment requirements depending on the location (lower for regional areas). Candidates enter through a registration system and must demonstrate business management experience.

Saskatchewan Entrepreneur Stream

Requires a minimum net worth and investment amount, and the candidate must actively manage the business in Saskatchewan.

Manitoba Business Investor Stream

Offers pathways for entrepreneurs who want to invest in and operate a business in Manitoba.

Atlantic Immigration Program -- Entrepreneur Pathway

Some Atlantic provinces offer entrepreneur-focused streams that can lead to permanent residency through business ownership in the region.

Temporary Work Permits for Entrepreneurs

While building toward permanent residency, entrepreneurs may obtain temporary work permits through:

  • Owner-Operator LMIA: If you are purchasing or starting a business in Canada, you may be able to obtain an LMIA as the owner-operator, allowing you to get a work permit to manage your business
  • Intra-Company Transfer: If you own a business outside Canada and want to expand to Canada, you may qualify for an intra-company transfer work permit
  • SUV work permit: Start-Up Visa applicants may receive a work permit while their PR application is being processed

Key Considerations for Business Immigrants

  • Due diligence: Research the Canadian market thoroughly before committing to a business venture
  • Legal structure: Understand Canadian business laws, tax obligations, and corporate structures
  • Provincial differences: Requirements and opportunities vary significantly by province
  • Professional guidance: Work with both immigration professionals and business advisors who understand the Canadian market
  • Timeline planning: Business immigration programs often have longer processing times; plan accordingly
