OINP Streams Overview

Express Entry-Aligned Streams

These streams draw candidates directly from the federal Express Entry pool. If nominated, you receive 600 additional CRS points.

Human Capital Priorities Stream: This is the OINP's primary Express Entry stream. Ontario searches the Express Entry pool and issues Notifications of Interest (NOIs) to candidates who meet the province's criteria. You do not need a job offer, but you must have an active Express Entry profile, meet the requirements of either the Federal Skilled Worker Program or the Canadian Experience Class, have a CRS score within the range specified in the NOI, and intend to live and work in Ontario. Ontario considers factors such as your occupation, education, language ability, and connections to the province when selecting candidates.

Skilled Trades Stream: Targets Express Entry candidates with experience in eligible skilled trades who are currently working in Ontario. You need at least one year of Ontario work experience in an eligible trade within the past two years.

French-Speaking Skilled Worker Stream: Designed for bilingual candidates with strong French and English skills in the Express Entry pool. You need CLB 7 or higher in French and CLB 6 or higher in English.

Employer Job Offer Streams

These streams require a valid job offer from an Ontario employer.

Foreign Worker Stream: For workers outside Canada or in Canada on a temporary basis with a permanent, full-time job offer from an Ontario employer in a TEER 0, 1, 2, or 3 occupation. The position must meet or exceed the prevailing wage for the occupation and region.

International Student Stream: For international graduates of eligible Canadian post-secondary institutions with a permanent, full-time job offer from an Ontario employer in a TEER 0, 1, 2, or 3 occupation. You must have completed at least a two-year degree or diploma (or one-year graduate certificate or master's) from an eligible Canadian institution.

In-Demand Skills Stream: For workers in specific TEER 4 or 5 occupations in agriculture, construction, or certain other sectors. This stream has different requirements, including a lower language threshold (CLB 4) and specific occupational eligibility.

Masters Graduate and PhD Graduate Streams

Masters Graduate Stream: For graduates who completed a master's degree of at least one year in duration from an eligible Ontario university. No job offer required. You need CLB 7 in English or French, have lived in Ontario for at least one year in the past two years, and have sufficient financial resources.

PhD Graduate Stream: For graduates who completed a doctoral degree of at least two years from an eligible Ontario university. No job offer required. You need CLB 7 and have lived in Ontario for at least one year in the past two years.

How OINP Selections Work

The OINP uses different selection methods depending on the stream:

  • Express Entry streams: Ontario searches the Express Entry pool and issues NOIs to qualifying candidates. You cannot apply directly; you must wait for an NOI.
  • Employer Job Offer streams: Eligible candidates apply through the OINP's online portal when the stream is open for applications.
  • Graduate streams: Eligible candidates register in the OINP's Expression of Interest (EOI) system. The OINP conducts draws and invites the highest-scoring candidates to apply.

Key Requirements Across Streams

  • Intention to reside in Ontario: All OINP nominees must genuinely intend to live and work in Ontario.
  • Legal status: If you are in Canada, you must have legal status or be eligible for status.
  • Settlement funds: Some streams require proof of financial resources to support yourself in Ontario.

  • Keep your Express Entry profile accurate and up to date: Ontario searches the pool based on your profile information, so any errors or outdated information could cause you to be overlooked.
  • Highlight Ontario connections: If you have previous Ontario work experience, education, or family ties, make sure these are reflected in your profile.
  • Target in-demand occupations: Ontario prioritizes certain occupations. Research which occupations are currently in demand in the province.
  • Improve your language scores: Higher language scores improve your chances across all streams.
  • Act quickly on NOIs: When you receive a Notification of Interest, you have a limited time to respond. Be prepared with all necessary documents.

OINP Allocation and Processing Times

Ontario receives a specific allocation of nomination certificates from the federal government each year. Once the allocation is used, streams may close until the next year's allocation is received. Processing times vary by stream but typically range from 30 to 90 days for the provincial nomination stage, followed by the federal processing stage for permanent residency.
