What Are Category-Based Draws?

In 2023, IRCC was granted the authority to conduct category-based selection rounds in Express Entry, in addition to the traditional general draws that invite the highest-scoring candidates regardless of their background. Category-based draws allow IRCC to target candidates with specific attributes that align with Canada's economic priorities and labour market needs.

This was a fundamental shift in how Express Entry operates. Previously, the system was purely points-based, and your CRS score was the only factor determining whether you received an invitation. Now, your occupation, language skills, or other specific qualifications can make you eligible for targeted draws with potentially lower CRS cut-offs.

Current Categories

As of 2025, IRCC has established the following category-based draw categories:

French Language Proficiency

This category targets candidates with strong French language skills, supporting Canada's goal of increasing Francophone immigration outside Quebec. To be eligible, you generally need to demonstrate French proficiency at NCLC 7 or higher. This category has seen some of the lowest CRS cut-offs among all draw types, making it highly attractive for bilingual candidates.

Healthcare Occupations

Canada faces significant healthcare worker shortages. This category targets candidates working in healthcare-related occupations, including physicians, registered nurses, licensed practical nurses, pharmacists, physiotherapists, medical laboratory technologists, and other healthcare professionals. Check the specific list of eligible NOC/TEER codes published by IRCC.

STEM Professions

Science, Technology, Engineering, and Mathematics (STEM) workers are in high demand across Canada. This category includes software engineers, data scientists, mathematicians, statisticians, civil engineers, electrical engineers, and many other STEM occupations. The technology sector has been a particular focus, reflecting Canada's push to become a global tech hub.

Trade Occupations

Canada's skilled trades sector faces persistent labour shortages. This category targets electricians, plumbers, welders, carpenters, heavy equipment operators, industrial mechanics, and other skilled tradespeople. These draws provide opportunities for candidates whose CRS scores might not be competitive in general draws.

Transport Occupations

Transport workers, including truck drivers, bus drivers, delivery drivers, and other transport professionals, are essential to Canada's economy. This category addresses the significant shortage of transport workers across the country.

Agriculture and Agri-Food

Workers in farming, food processing, and related agricultural occupations are targeted through this category, reflecting the critical importance of the agricultural sector to Canada's food security and economy.

How Category-Based Draws Work

IRCC announces the categories for each round of draws. When a category-based draw is conducted:

  1. IRCC searches the Express Entry pool for candidates who meet the criteria for the specific category
  2. Eligible candidates within the category are ranked by their CRS scores
  3. The highest-scoring candidates within the category are invited up to the number of invitations set for that draw
  4. The CRS cut-off for the category is determined by the score of the last candidate invited

This means that a candidate with a CRS score of 430 might not be invited in a general draw (where cut-offs have been higher) but could be invited in a category-based draw for their occupation (where cut-offs may be lower).

How to Position Yourself

  • Verify your occupation code: Ensure your work experience is classified under the correct NOC/TEER code. An incorrect classification could mean you miss out on a category-based draw for which you actually qualify.
  • Invest in French: The French language category has consistently had some of the lowest cut-off scores. Even moderate French ability (NCLC 7) can open this pathway.
  • Update your profile promptly: If you gain new qualifications that make you eligible for a category, update your Express Entry profile immediately.
  • Monitor draw announcements: IRCC announces the type of draw (general or category-based) for each round. Stay informed about upcoming draws and how they relate to your profile.
  • Continue improving your CRS score: Even within category-based draws, a higher CRS score increases your chances. Language scores, additional education, and Canadian work experience all help.
